I want to install a Tushy bidet attachment on my toilet, which is supposed to be a quick easy instal

I want to install a Tushy bidet attachment on my toilet, which is supposed to be a quick easy install. The problem is that I can't shut off the water supply to the toilet because the valve seems calcified and stuck. I need someone to free up the stuck shut off valve so the water can be turned off safely. Once the valve is working, the bidet installation itself should take less than 30 minutes. Please let me know if you can handle both the valve issue and the bidet hookup. Please note we have a small dog but he is friendly. Thanks!
